Tbf, he knew Anaxa was the ONLY one every cycle who came closest to the truth each time and likely wanted to piss Lygus off by keeping the ONE signal who stood a chance in defying its creator a chance to do so (I live for the fact that Anaxa reminds Lygus of Nous in some ways because of how well he represents the Erudition to the point of helping outsmart and trap his own creator-)

the logs of other cycles never really showed anything about Flame Reaver going easy. My guess is that it's cuz the trailblazer was there, a powerful presence with a foreign signature that the Flame Reaver would most likely INSTANTLY recognize as the possibility of "the hero from beyond the sky," hence why we see him looking up to the sky during his standoff with Cipher. After defeating the trailblazer in their first encounter, Flame Reaver's instincts removed the possibility of someone weaker than him to be the hero who would save Amphoreus.
