My theory is Luffy will not unlock new gear because, Luffy's true power has no limits other than his own imagination because his fruit grants absolute concept realization rather than just rubber properties, meaning his strength was previously restricted only because he subconsciously locked himself into the parameters of rubber. For over a decade, Luffy's absolute belief that he ate the Gomu Gomu no Mi forced him to innovate extensions like Gears 2 through 4 by mimicking what a rubber man could do, rather than using the fruit's true nature.
