that's the outter plastic of the wire insulation. its starts peeling off due to age and weather. see it all the time its a non issue.

I've got a question if you don't mind. In my house I have one room above my garage that we use for storage. It has ducts in it (intake and exhaust) for the ac. Is it best for me to leave the exhausts open or closed in that room? It gets very hot up there but like I said we don't use it.
