I think driving instructors should have the power to report other drivers for carelessness and with video evidence these bad drivers should be banned from the roads.

having to keep both hands on the wheel is not a mandatory thing anymore you just need to show you have full control of the car as long as you have control you do not have to have both hands on the wheel
