Speaking on RBA Rwanda during the live discussion “Inkuru Nyamukuru: Kwibohora 32,” RDF spokesperson Brigadier General Patrick Karuretwa said Rwanda would not withdraw simply because of U.S. pressure. He argued that Rwanda’s military posture is tied to the unresolved FDLR issue and said removing those measures without guarantees would be “suicidal.” The remarks come after the U.S. Secretary of State said Washington expected Rwanda to fully withdraw its troops from Congolese territory by mid-July as part of efforts to advance the peace process. For Kinshasa, Rwanda’s language of “defensive measures” is seen as a diplomatic cover for RDF presence inside the DRC. Kigali insists it is acting for its own security. The statement now raises fresh questions over whether the Washington-backed peace framework can move forward if Rwanda refuses to pull out.
