The same thing happened to me in Kyoto, I just wore a rented kimono and so many white tourists took pictures of me right in front of my face (mind you, I’m not even Japanese I can’t even imagine how they must feel)

Legitimate question, as a foreigner visiting and I see this happening, would it be seen as okay to step in and reprimand the other person taking photos or would it cause more distress? I really would love to experience Kyoto and its traditions respectfully
