I think it’s the wrong argument. Most average people don’t have AC because the units cost 1/3 of a monthly wage and rent is 1/2 of it. And the units need replacing regularly

I follow climate change news since 20+ years. The "AC vs climate change" argument is brand new. AC was frown upon because nights used to be cool and heatwaves short. It's fine for temperatures to be high for a few hours, it isn't when people also experience tropical nights over a long period. But Europe is investing in its electricity services, I have friends in the field: it's intense (and well funded).

Finland here. AC everywhere.. I dont know what this is about. Allmost every house has it. All public spaces have it

I will say, a lot of European houses haven't needed AC because they are built in a way that naturally keeps cool. these high temperatures are new for us. we have shutters and tiles which are great for keeping cool in hotter countries.

As an aside when the temperatures got too hot here in France they had to shut down a couple of nuclear reactors as the river water used for cooling them went above 28 triggering a shut off. So when it gets hotter the backbone of the French electric grid is vulnerable.

The leaked draft of the new public procurement regulation and general political sentiment both make a promising case for european infrastructure companies. Especially sectors with chinese companies, like energy production (windfarms) and transport (mainly railways). The draft is imo quite a bold move towards the unions strategic autonomy. I guess the Commission is tired of opening investigations individually against chinese and american companies. We will see in september!
