This act was so blatantly criminal that it formed the first charge in his trial before the Iraqi High Tribunal, leading to his conviction and death sentence in 2006 . Beyond these mass atrocities, Saddam created a culture of fear through political murder. He ruthlessly eliminated anyone he perceived as a threat, whether real or imagined. His security forces routinely tortured and executed political opponents, intellectuals, and even members of his own government . This was a man who believed that terror was the most effective tool of governance. A climate of paranoia and silence was enforced, and anyone who dared to speak out risked disappearing into one of the many prisons or mass graves that scar the Iraqi landscape . His crimes were so numerous that the Iraqi liberation commission compiled thousands of death files; one lawyer commented that the scale was "unprecedented" .
