I’m not sure if what you are calling a TV license is the same thing as what we call cable. Cable TV is all of the channels on TV. Any of the streaming services you pay for separately but if you want to watch television television, you need to pay for cable. If that is the same thing as what you are calling a TV license then it doesn’t seem like an unusual thing.
