Joey did kind of get Flanderized as the show went on. Earlier seasons sure he was FAR from smart but he became genuinely like, brain dead in later seasons (aside from moments like these that still popped up every now and then)

At the beginning of the S1, he was complaining about Ross's behavior and stupidity. I think at the beginning, Joey wasn't a stupid character, as he showed a lot of his serious side, especially in the first episode. But after that, his character developed more and his foolish side appeared.
