Cut content is lower priority canon. If it contradicts, the cut scene is non-canon by default. If it adds more stuff while contradicting nothing (I.E. every single scene that included Ashley Johnson playing a waitress during Avengers, plus a minute or so of Steve Rogers trying to adapt to modern life with limited success), we can count it as canon until further notice.

But there are alots of time that cut content is then added again on blue ray editions or directors cut ,so is that canon or not ?if some content is removed for the cinema version but is then added months later on the dvd/directors version

Eh not necessarily, it should be considered practically canon unless something else contradicts it because often it’s not “oh let’s cut this scene because this thing shouldn’t exist” it’s often just for runtime or budget reasons or just that the scene is necessary for the story they want to tell. Doesn’t mean it’s not a good scene or it doesn’t add stuff it just isn’t NEEDED for the story to be told/good.
