This is such bad advice. As an HR professional, I welcome all questions from candidates in the first interview. No games from either side. No wasting each others’ times. Transparency is key.

yes we can, just because the people conducting the interview has nothing to do other than have multiple interviews for each applicant, doesn't mean I do. how efficient is a company that needs this many interviews.

A company that isn't even willing to discuss those terms on the first interview is a company that is not going to hire anyone.
If they don't have those on the third sheet of their folio, ready to read off, then you're at a ghost job interview.
Took me more years than I care to admit to fully realize that.

The HR person is absolutely the person you should be discussing stuff like benefits and pay with, not saving it for technical people or hiring managers. Maybe this is a difference working in tech but overwhelmingly the phone screen the person knows little to nothing about the actual demands of the job or the team, but they know the benefits and pay.

Know your audience. If HR is in the interview, you can ask HR related questions. If the interview panel is randomly chosen people from other departments, don’t ask about your department. If the panel is your direct coworkers who will be in your department, you can ask specific questions.
