i only let my dog say hi if it's clear that the other person with their dog isn't stopping them as if they are they could be reactive nervous aggressive or they could be in a rush and don't want to wait so I only let him say hi if the other person is open with their dog and doesn't make them keep walking and if I see them pull their dog close I do the same
