For him to feel that unsafe to make an entire spell for it. A spell that does also require extreme concentration and a decent amount of control over your arm movements as it follows the wand’s movement similarly as person with sword. You don’t just carry around a sword (or a curse that acts similarly) unless you have a need to defend yourself. He also created a counter for the curse that he created that he only knows which is just seems as another way he retakes the control over of himself,his safety, the situation, and any possible medical treatment that the person may need. I personally see it similarly to how women carry pepper spray.
