Not really... Bitcoin is just a ledger. he owns the record of Bitcoins. That's like finding a bank statement and trying to say you found the accounts and now you own them.

I disagree. I believe the embodiment of bitcoin is it’s an asset without borders. No country has jurisdiction over it. Only the Bitcoin owners should be able to decipher ownership over the “lost” assets.
