That video is from TECHNO CLASSICS video series released at "Ken-ya Matsuri" TechPara event in Japan. Both dancers are japanese and Ken-ya himself is the dancer of the left. He released the video as an effort to make ParaPara popular outside of Japan. At the time you could ask to him and he would send physical copies of it. Later an spanish paralist uploaded all routines on YouTube and this account took it from there.
