yes a turbo is classified as a muffler. 49 CFR § 393.83 - Exhaust systems.Exhaust systems must discharge to the rear of the cab, or if the exhaust projects above the cab, near the rear of the cab. depending on jurisdiction that fine can be upwards of 2000.

Most states have a decibel limit of about 65 dB and no vehicle exhaust may be louder than that limit so yes if you’re turbo causes your decibel limit to be below 65 at idle then it is a muffler. Same is true of a hood stack flap cap for the tip of the exhaust pipe so long as it’s within the acceptable range.
