the top layers are damaged from the environment and the sun and the bottom layers are more protected from that. they could also be weighed down by the length. a curly stylist could give you a cut to help and show you which products will work best for your hair to bring out your curls.

I wonder if you’ve applied more heat to the top which made the curls drop? Or maybe you apply more product to the top & it weighs it down?

I have the same exact wave pattern. I let it air dry w leave in. Then I oil & braid it with two scrunchies. Add salt spray in the am✨✨

So I think you could get the top to look like the bottom. It is a lot of work and a lot of product. But the good news is you don’t need to this look is working for you !
