honestly- I think Kotone would make more sense for Noelle- and here's my reasoning. 1. Her and Kris are more like siblings. While Yukari and Makoto are often shipped, Makoto and Kotone are often referred to as siblings. 2. Noelle and Susie have very clear love interest planned with chapter 5. Susie being Shinji, who is the most commonly accepted Kotone romance, would add up here 100%. 3. They actually have fairly similar personalities! Noelle clearly has lots of trauma (at least in the weird route), but still keeps face. This is also true for Kotone. they're both seen as really good people, just with some deep rooted issues.
