The two higher objects were estimated at about 20,000 feet. The lower object, estimated at about 15,000 feet, looked more than twice the size of the others. It gave the appearance of flipping slowly through the air, showing an aluminum-like surface on one side and an olive-drab surface on the other, a flattened disc in profile. His statement estimates the speed at about 250 miles per hour; NICAP's catalog gives 200 to 350. When the lower object was almost directly overhead, it stopped, hovered a very short time, and then got smaller and smaller very rapidly until it disappeared. Woolsey had concentrated on the lower object and lost sight of the other two. The file records no sound, no trail or exhaust, and no visible means of propulsion. Asked on his questionnaire what he thought the object was, he wrote:
