I'm gonna go out on a limb here and say that my explanation will likely not be the real reason but is still a valid reason for psychological analysis. Typically, someone who has no connection to a death will refer to the person in the present tense despite them being passed on. On the flip side, people who have a connection to that death will more than likely refer to the victim in the past tense.
