Robert wasn't a bad king he was actually a great king, nobody stepped out of line and if they did they couldn't stand against Robert long, the realm had peace n order. He just had no interest in being the great king that his shadow alone was, imagine if he stepped into that role n had the same passion for being king as he did for Lyanna.
