I feel like maybe the neighbor is experiencing early signs of dementia or something. I mean suddenly having issues like this out of the blue and the guy not being able to remember your last name after living across from you for 30 years seem way more like cognitive issues and less like spite or malice. he apologized admitted his fault, I understand it's annoying but chill tf out. you never know what people are dealing with and if this is the way he talks to his neighbors I can only imagine how he treats strangers out in the world. smh
