Theres a difference between not having a birth certificate in hand and not have the birth recorded and one being available. You have to request one and they cost money. A lot of people don’t have one for their kids until school starts.

you have to go to vital statics to get birth certificate they may not have gotten them cause of money problems

in that state do they give you the paperwork at the hospital and give it back to them like in canada or do they get time to register a birth like back in the day? I dunno the policy or whatnot there but someone should look into it might explain why they dont have them all?
