All jokes aside, the disc with the "wires" on it is an Arc Deposition Lathe Attachment. They are actually welding rods. It is gradually depositing metal on the end of that massive shaft, later to be turned back down to correct dimension. The reason there are a lot of them on there, is because 20 rods each depositing a small amount each strike will run for longer than going slowly and using one rod at a time. It also mitigates excessive heat build up in any one part of the work.
Old tech, but very, very useful.
