If you do decide to do a border I think spa or white are good options. The navy feels too dark.

I'm thinking border of all white so the different size is less noticable and then the original tiles for the rest of the floor

To me white and spa work the best for what you're going for, the navy is too harsh of a contrast.

have you submitted the tile to this old tile to see if they can identify it? Otherwise I'd do the hex on the edge and the old tile in the middle like someone else suggested!

i sold tile for 10 years. if you're looking to fill in some missing pieces, u have to go to a tile store, not big box store. there is all different size small ones. 1x1, 7/8" etc..
