Perhaps worth digging out the actual storm water pipe that runs parallel to house to the front. Our place too has 1 down pipe that turns horizontal immediate with minimum cover, but then 400mm further there is a drop down to 7-800mm under ground easy. The actual pipe running to the front is buried deep. It’s literally just the first not even half a meter that’s up high.

unfortunately they may have to run pipe back from patio gutter to house and then across to the main outlet to the road gutter.

You can do a charged system, like described but without the tank. Tank only needed if capacity is the issue.

How about you dig along the 90mm till it drops down into 100 which would be deeper. Dig a trench back and you’ll have plenty of fall?

as someone who knows nothing, would the charged system idea not work if they just ran it into the storm water even though it wasn't correctly graded. if it can push all the way to the top of a tank it can manage a tiny ramp.
