Yah you have to investigate first then arrest. He could have been detained him to investigate but the second they arrested him violently they violated protocol and civil rights. Walmart saying he didn’t show his receipt is not going to hold up as reasonable suspicion and especially if what the guy said about being well out the door before someone approached him
