You did not actually change the refresh rate on that monitor to 25hz as you changed it to Interlaced 50hz. How did I know? I just looked at the screen pixels jumping up and down because your school kiosk is attempting to render 1080i on a flatscreen that were supposed to render 1080p (normal for TVs like LG for legacy support on older DVR and every game consoles) and the fact that the computer is running on Linux, in which Linux doesn't explicitly show whether does the refresh rate you chose is a Progressive or Interlaced and lists the 30Hz and 25Hz instead. Windows doesn't have this issue as it shows "50hz (Interlaced)" on the other hand. tl;dr - You just chose 50hz Interlaced but shows as 25hz on Linux.
