The president does not have that powers to 'force' anyone to do any cleaning. If he wants to use martial law he must declare a state of emergency in order to arrogate such powers to himself. He can only appeal to citizens. His order is not backed by any law in Ghana. I'm not saying it's a bad idea. What I'm saying is there is no statutory law that gives the president powers to compel citizens to do public cleaning. What will be next? Compel citizens to sleep by 4 pm because he wants to sleep early?
