concrete doesn't dry it cures.. pout it under water you will have super concrete.

Don’t need to wait 28days you can go back walk on it the next day, I some cases and conditions the same day after pour if surface sets

They usually stay off of it till it reaches a specified strength. Test specimens are formed and are field cured. Then they are tested after, perhaps, 3 days to see if the concrete reaches the required strength. 28 day is the point the concrete should reach it's design strength.

ACI 20 years. Depending on the mix design the 28 day fresh hold is for concrete to gain its optimum strength. Mainly by the 7th day it has 70% or better.
