IMO Agi is more impactful than Pain Res for low tiers. If youre not playing for a 3gen from the start as a low tier then Pain Res is only buying time, not impact. Pain Res-ing a gen across the map means a lot less than using Agi to hook someone in a defendable area. Keep survivors close to your zone, get more kills. Regress gens youre never going to interrupt, buy some time for your next chase. One of the playstyles is largely more impactful than the other. If the argument is "well Pain Res CAN impact defendable gens" then youre relying on the chance for that to happen with the chance you have a PR available. Letting go to avoid DMS is easy. Low tiers should be running Agi, not PR.

agitation was always good cuz as u said u can chose the hook but it also makes ur actions faster which is in a game like dbd every second counts
