I think both the daycare and the worker doesn't matter if she's a part time worker she is still in charge to keep the children safe when their under her care and not play with the children that way its dangerous being a part time doesn't mean she can be careless and reckless with the children

the center cannot control the employees choices/actions while the center should definitely be under investigation and put on some sort of probation by licensing, the law should hold the individual person responsible I.E. both parties are in trouble.
