We need a law that puts punitive damages on every citation that never gets a conviction. My suggestion is the issuing body of the citation has to pay the victim 10 times the value of the citation or $1000, whichever is greater.

Who TF even stops people for jaywalking? Notice how the cop doesn't disagree that it's not illegal if he is >150ft, but claims he did not yield, which would make it his word vs the cop unless caught on camera.
