How do we know it is expanding? as you said the light coming to earth is 13 .8 billion years old but the distance is 46 .5 billion years old

if photon is a particle when is thrown away from its planet then it can not go farther than the energy it recieve when planet was throwing away. how it is 46 billion years then. does photon dont need any energy while travelling infinitely
