Apparently Jeffrey Dahmer did the same, he moved in where he knew his neighbor was colored, so whenever she reported something the police wouldn’t take her seriously since racism at the time was common, And the same with his victims, if they saw a colored man running outside half naked with handcuffs they would think it’s an escaped prisoner or someone crazy
