He wants to make it against State law for the Federal government to get involved, that's why he's doing it. Because, California's track record justifies Federal involvement, in the interest of purifying California's election process from institutional corruption, and Gavin doesn't want that to be exposed, because, as sitting Governor, he would be accountable.
