That is asbestos tile. You can not remove it without having professional abatement process and permits. Either cover it back up, or blow your entire budget removing it. Breaking that tile releases friable asbestos into the air contaminating surrounding surfaces. The particles once breathed in can cause mesothelioma, lung cancer.

I don’t think that’s mold. I think it’s old black glue that they used to use before 1970 that has asbestos in it.

the tile is definitely asbestos. the glue underneath will keep you from refinishing those floors. Go find a nice Lvp and cover it. it's your easiest and cheapest route.

Highly recommend checking out the r/CenturyHouses subreddit. They run into issues like this all the time. There are posts on how to fix things, places to source materials, etc.
