It always baffled me how millionares are allowed to even put up their portfolio and secure generous bank loans with often very low interest (as they are considered safe borrowers). What Burnham can do is impose a limit on how many assets they can claim this sort of collateral or even a limit based on wealth threshold. Would be interesting to see!

The "passes it to his tenants" line is the whole game. A levy only stays with the landlord where renters have somewhere else to go — and in the tightest markets they don't, so it rides straight onto the rent. Same tax, opposite payer, depending on how short the housing is.
