russia needs to be demilitarized, de-propagandized, re-educated, and their empire dismantled returning all the colonized nations that wish for independence back to those peoples. There is no sovergnity in rusia anyway, it's a colonial state and in all of those scenarios decolonisation will be the firsts processes. By the gaining the independency within regions like Kazan, Ingushetia and Siberia (probably last one on coalition with China)
