depending on the area closed loop cooling might not be worth it. a lot of large scale HVAC simply doesnt bother becuase the area gets enough rainfall for it to be economical. if you're condensing and keeping the water you're not actually expelling the heat as quickly. if the water is allowed to evaporate that solves the problem.
