This is over 10 years old, and a recruit in training has strict rules. No phones during working or training hours. He broke that rule, not once but multiple times. At Raleigh you get 3 strikes... i'm sure you'd understand discipline. Much like kids with phones during lessons. Once out of training, it is more relaxed

Yes, you can use your mobile phone when off duty, but restrictions apply depending on your location.
On land or in port: You have standard, unrestricted access during your downtime. Note that basic training (e.g., at HMS Raleigh) enforces strict time windows for phone use.
On surface ships at sea: You can use your phone, but cellular signal is usually unavailable. Ships provide basic "welfare Wi-Fi" for messaging apps (like WhatsApp), though streaming is restricted to save bandwidth.
On submarines: Due to strict operational security, personal mobile phones and external Wi-Fi are prohibited at sea.
Operational security: During active operations or specific exercises, the Commanding Officer may implement a "comms blackout," requiring all personal devices to be switched off or handed in.
