Managing the Narrative: Why the opposition must remain headless: Yesterday, Muwanga Kivumbi was abducted in broad daylight a day after he was released on bail. Some say it was because of the fiery speech he gave in Butambala shortly after he was released. That could be partly true but I saw something else. Within hours of his release Muwanga Kivimbi amply demonstrated his leadership and mobilization abilities. If left on the loose he could galvanize the opposition at a time when the state is struggling to manage its tarnished image and an angry population. The rulers want silence as they try to manage the narrative around a political transition. The opposition must remain headless, scattered and disjointed. They are pointing us to Barugahara’s grassroots fight against corruption; To the selective prosecution of officials like Obore, Among. They want us to focus on the strength of the UPDF as they commission thousands of new officers. They want us to dream of an East African Union where we will command a vast territory and build a navy to command the sea. Yes, they want us to go back to our comatose state of ‘kasita twebaka ku tulo.’ They want us to feel like full citizens in Uganda even if we are stripped of our basic rights. But as long as there are Ugandans that are unable to enjoy freedoms in their own country, they cannot be participants in the dreams of their oppressors. Barugahara’s grassroots fight against corrupt Town Clerks will not distract from the horrors faced by opposition leaders in basements. We should never forget that Gaddafi used Libya’s oil wealth to deliver generous social benefits, like free education, subsidized healthcare, subsidized housing and low-cost public services. However, these gains were accompanied by authoritarian rule that suppressed political freedoms and concentrated power in his hands without building strong democratic institutions or a credible succession process. When his regime collapsed in 2011, the absence of trusted institutions contributed to prolonged civil conflict and instability, the effects of which Libya continues to endure. We pray Uganda is not destined to the same fate.
