We did Gothenburg last year. Was great. Liseburg was wonderful. Did a combined trip with Riga, Tallinn and Helsinki year before and enjoyed Riga and Tallinn, not so much Helsinki. Not sure where to try this year!

Oslo and Riga is overrated. . The xmass "market" in both places is an overpriced tourist trap and very, VERY small. . In oslo they even sell junk that has nothing to do with xmass in some of the stalls, and while Riga have some traditional stuff, it's not great. . I'd recommend London as the best XMass city I have been too.
