Yes! he doesn't hate loak he just sees his younger version in him too much , the rebellion personality, the one who takes responsibility, opposes what's wrong and isn't afraid to make new connections, Jake is just afraid loak will end up having no plan at the end just like him and he will gradually lose everything if he has too much power

i found it so sad that jake never fully acknowledged how hard Lo'ak learned the metkayina way, i mean he learned the sign language fully (you can see when he spoke freely to the matriarchs) and jake had tonowari translate, and Lo'ak tried so hard to learn but jake barely even acknowledged it

Also when Jake told loak it’s his fault neteyam died is also a reflection of him losing his twin brother and having an endless guilt on taking over his place being in pandora cause Jake never thought he had the right to be there since he didn’t study to get there like his brother did but that’s just my thought
