Not defending the cops, but using percent of time on isn’t a good metric. Police body cameras turn on after the start of an interaction. Who wants 7 hours of a cop sitting roadside recorded?

Btw this was just the 22nd. They had a rate of 28% for using their bodycams. The other districts audited were the 18th, 15th, and 24th. Their rate of use was 62%, 73%, and 88% respectively.
