It means "Mi Vida Loca" or "My Crazy Life". It was very popular in the 80's-90's among Mexicans/Chicanos. Usually placed in left hand like that or inner left ankle above the bone.

My tata was born in 1935 he is 91 years old. That picture was the late 50s in El Centro, CA. He was a first gen Mexican American at the time. My nana (85) said back then kids were punished for speaking Spanish in school. Black and brown were separated together. Mexican worked in the fields harvesting food or picking cotton for little to no money. They watched the world changed drastically throughout both their lives. At 16 years old my tata took over the household and started working construction to provide for his mother and younger siblings. His father had passed on. The car in the pic was his own that he worked for at such a young age. It was his symbol of success and light at the end of the tunnel. My tata loved nice cars and parting his success with his family.
