I'm still a beginner game developer, so I don't know if I'm in a position to say much, but I had an idea. What if, whenever your character (or characters) enters the water, their sprite changes to a wet version? Combined with the foam animation you mentioned, I think it could look really nice while also giving you more freedom than relying on a visual effect alone.
Another idea would be to play a small "shaking off the water" animation whenever the character leaves the water before returning to the normal sprite. From a programming perspective, I'd probably use two flags: one to indicate the character is wet, and another to indicate they're currently in the water. While both flags are active, the game uses the wet sprite. Once the character leaves the water, the "in water" flag is turned off, the shake animation plays, and after it's finished, the "wet" flag is cleared so the sprite goes back to normal
