They do it on purpose. That girl turned to walk back to the table and mom stopped her. Notice how she put her hands on the chair to possibly coax the child into climbing up to sit down. She’s purposely entitling that child. There’s no reason why that child should not be seated inside the booth to prevent her from wandering.
