Whoever did this text, he was inspired by Tesla. And je was full right! This author has sad: 9 is the axis, source, return and he was so close the truth with. 3-6-9 doesn't mean numbers 3, 6, 9, than 3th, 6th, 9th harmonics and Tesla found them properly, analizing star-delta, but he couldn't find the right geometry to explain that and use in his projects properly. I know exactly how many Hz are each frequency of those harmonics and beleive me, that's beautiful math and still unknown the the whole science. What's important, there are no just three values of this harmonics, than 9, what's "strange" again. Same three harmonics and each has exactly 3 diferent values trought the "signal". So, Tesla was right partialy. He knew 1/3 od the geometry and rest stayed hiden from him and science all until today. As an "visual picture", if You analize the shadow of the asimetric 3D object at the wall and You define it the 2D with, than be sure You have covered just 2 od the 48 projections of the real 3D + t object. That's exactly where Tesla did misstake, or better to say je didn't descover the real truth so his projects were on problems. But, today's science has a simillar problem in most of the cases, what's called Platon's cave. If no one else would publish the real Tesla harmonics paper about before me, than I'm gonna do it soon, but can't publish just Tesla harmonics without the right geometry, becouse that's all connected into the whole Universe.
